What I find curious is the row of houses within quite a high (5m-10m?) circle of earth. I wonder what the purpose of this was?

IMHO it is excavated earth leftover from building the powerstation, and as the area is low lying land some engineers had the splendid idea to use it as protection from flooding (by rivers passing there and water from the sea) at least for one bigger housing complex you see on the photo. Maybe some sort of pilot project?
The power station itself surely has a complete system of drainage by pumps.

That’s the Dungeness Redoubt – quite dull on the ground and not remotely worth a visit.
