And if you don’t see GA endangered by this kind of stuff, there might some different opinions here…
Being a bit selfish I can imagine EU deciding to limit GA activities within the agenda of limiting CO2 emission, regardless how low is out contribution. GA is easy target to attack and such attack can definitely attract political points.

Yes and there are lots of people who wish GA limited or gone for reasons which have nothing to do with Climate Change but where the latter offers an excellent opening to get through with demands which otherwise would be turned down as ridiculous or illegal.
Passenger tax of € 10 per passenger in Belgium. Applies to any A to B flight (ULM included) which is less than 500 km.
Sorry if this wasn’t clear: ANY flight in an aircraft.

How will they enforce this? Will flight plans suddenly be compulsory for all flights in all aircraft in Belgium? Interesting with aircraft with a range less than 400 km.

No idea. The law was passed without any involved party (airlines, GA,…) being heard. The law comes into force on the first of april and nobody knows how to implement it. That’s Belgian politics folks !
Does it apply to flight crew?

Definitely NO (like pax tax surcharge in landing fees, they do get waived if it’s crew only)

A joke, I suppose !
This is the proposed text which has been passed in the meantime. Sorry, only French/Dutch.
Start at p29.
Het beoogt niet alleen klassieke lucht- vaartmaatschappijen die instaan voor de uitvoering van commerciële vluchten, maar ook personen die instaan voor de uitvoering van privévluchten.
Stupid move, the more so for private flights… nil environmental benefit.
One thing I never grasped though, and still don’t, is the tax free rule on Jet fuel on international flights, for airlines that is.
