Actually not exactly – 1000 ft is clearance for primary area of enroute while in mountainous area it’s 1500 ft for terrain from 3000 ft to 5000 ft and 2000 ft for higher.
The routes along the coast are close to the coast, and the mountains can be up to 1800 meters in some places. It would make no sense to have lower IFR routes along the coast IMHO.
