The new rules are mostly very good, although the major changes are in the AMCs which are not yet official.
This is from IAOPA and the link there points to this but as usual there is a whole pile of URLs there and I can’t easily work out which is the one
it is clarified that if no RVR value is reported then the approach ban does not apply and the approach can be continued to minimums.

It is interesting to read some of the authority comments on proposed changes. Whether this be the LBA’s apparent horror at uncontrolled IFR or the UK CAA wanting theoretical knowledge and practical training to be able to use RNAV as a substitute for ADF.

You need to read the Comment Response Document (CRD)
Either from the EASA Opinion linked by Pete (https://www.easa.europa.eu/document-library/opinions/opinion-022021)
Or on the EASA comment tool (https://hub.easa.europa.eu/crt/docs/dpp_50)
Knowing that a CRD is associated to a NPA and that NPAs are initiated by RMT.
So you need to find the NPA or RMT number first in order to not get mad.

Actually I did know that, but I usually don’t bother to read the comments
The comment URL above presents a vast number of documents and there are zero hits on the word “IFR”.
