I gather that internet speed is slow in Belarus, maybe Gov bureaucrats and KGB agents are working from home these days?
Air traffic management & controllers seems to be in 21st century, 24min is slow latency for CAT operations

Even if authentic, without time zone info on the time stamp hardly conclusive.

Even if sent and received at a time consistent with the government’s version of events, This is about as credible as the two other (Russian) KGB chaps visiting Salisbury to see the cathedral when the Skripals were poisoned by pure coincidence.
