I see there’s a NOTAM for some construction. It reduces some of the commercial stands, but nothing to state issues with parking for 2 nights?

Refusing small GA aircraft due to lack of parking is essentially unheard of at the big German airports, even when there are some works going on.

Are you going? I went first weekend and zilch on the ramp last year. Year before (First after COVID) the ramp was so full, I parked on a bigger ramp, albeit that was the second weekend.
I saw PPL IR planned EDDN, and didn’t get a chance to do it there due to this NOTAM. Presume out of an abundance of caution, rather than a refusal.
