If I interpret the AIP for LFOP correctly, filing the FPL 6hrs (or 12 if you believe in rumours) prior should do the trick as far as customs/immigration is concerned.
A taxi from LFOP to the city was, if I recall correctly, about €30

I was glad to have done trip trip because I tried it 3x before and each one was cancelled due to fog at Rouen.

55-60 mins airborne time. TAS about 150kt.

Gravelines I would say, but easy enough to find on a VFR chart, look for the red P zone our your track
