In France the avionic needs to be tested every two years in order to fly IFR (the avionics stays onboard during the test).
Pitot-static / transponder check is mandatory every two years regardless of flight rules.

You might want to check the technical file / administration for this aircraft. It would be very well possible, if this installation is less then 2 years old that it is currently IFR.
