The first airport I ‘lived’ at, Houston Gulf (RIP) used mats as a matter of course. I think they were some kind of silicone rubber, blue. Commonly sold as “non skid shelf liner”, and used in things like the bottom of tool boxes etc.
I use a large “soldering pad”. No holes, I just place it on the wing and rest the fueling nozzle on it.
