No that won’t work.

But if you previously had your license in Germany, and the LBA is unable to transfer the records, then you would need an “initial examination” in the other state, would you not? No problem with that, of course, but more expensive and could potentially open cans of worms.

And neither will that, as the NAA you want to transfer to will still not have all your previous medical history as per the EASA requirements.

The German refusal to play according to EASA rules is quite complicated.

The LBA (German CAA) wanted every AME to submit EVERYTHING to the LBA so they have complete medical records. That was refused because of privacy laws. So the LBA says “we don’t have the medical records, so we can’t give them to other CAAs”, hence a pilot with medical records at the LBA is stuck there.

In theory, a pilot could authorise their AMEs to submit their records to the LBA, which in turn could then send them to the other CAA to facilitate a change of state of licence issue. In practice, IAUI that no such administrative procedure exists.

So if your state of licence issue is Germany, you are stuck, unless the “receiving” CAA accepts a fresh initial medical from a different state.

However, a German AME submitting the information required to your national CAA is perfectly acceptable to your CAA, wherever it may be.
