As I’m not based in the UK but hold a UK license I will have to follow Procedures for Examiners Holding Part-FCL Certificates Issued

I also need to change my Address. That requires certified copy of my license by:
the Head of training at your approved training organisation
the holder of the registration at a registered training facility, or
a UK-approved Examiner
As I do not have access to any of the above I was thinking of getting the non UK examiner to this – as with the approval to do the PC he will at least be approved that day. Will that work?

No; because he is not
a UK-approved Examiner!
he is just authorised to conduct a Prof Check, which does not necessarily include being able to sign the licence, unless a specific authority is given.
