That would not be registered in the Netherlands I guess? As stated, it is not need in all countrys. From memory, for a UK aircraft with a non UK owner this is no requirement. Though this is not my area of expertise, so it could be incorrect.
The main reason was, that I know there are OH regs with non Finnish owners. So it most be possible to register as a non Finnish person. In this cases it might require an holder, similair to the construction in The Netherlands.

Cyprus auhirity as been pretty decent and is providing me a temporary registration to ferry the aircraft. They have requested the normal docs plus the fireproof plate to be replaces and reg marks also, as long as I send back photos and records of the work done.
