TBH in your case I wouldn’t bother with it, its your mother tongue which is one of the official 3 languages in Belgium. You got your RT privileges (or will get them) on your license that should do.

Military AF is no longer operating (maybe one reason why it was FR-only?), still SkyDemon list their contact, WTF? AIP & VAC seems up to date

The notam says it will have one and not the other.
FR-only applies only when no ATS is around for airfields with A/A+FR only outside TWR hours
If an AFIS is around, you can talk English even if AFIS is not English rated (not sure how it works for IFR)
@Peter It depends upon the Airfield. There are “fr seulement/only” AFIS aerodromes – Royan springs to mind near to me, but in this case the VAC states “absence ATS : A/A fr seulement/only” so as there is an AFIS service on Sunday 07:00 – 17:00, you can speak english to the AFIS during those times. Another Notam states SR-SS A/A authorised, so outside the ATC or AFIS hours, but not at night, everyone self announces in French.

Looking in the AIP, it seems to indicate that with AFIS (which is available on Sunday per your screenshot NOTAM) English is available.
The AFIS in Tours speaks English and does IFR

Any idea how it works if the AFIS is not rated for English? the majority are but few aren’t

2) Lezignan Corbieres LFMZ is VFR, has AFIS (FR Only)
My understanding you can still visit LFEC and talk English to French AFIS, still not sure how it works for IFR departure? for LFMZ it has to be in French even with an AFIS…

Seems pretty clear to me that if the VAC says “fr seulement/only” then thats exactly what it means. If that phrase isnt there then you can use English. Whether the AFIS will answer you is another matter. I think some need to remember what AFIS actually is and that it is not supposed to issue instructions to aircraftbin the air – even though they may do so – again, Royan, local to me springs imediately to mind.
