You mean LVO approval for the airport? The pilot doesn’t need LVO approval for departure unless RVR goes below 400 m.

Finland has since earlier this year published IAP to two uncontrolled airfields, EFSO and EFLA.
Also EFKA (Kauhava) has published IAP and more keep coming. EFPR (Pyhtää Redstone) and EFNU (Nummela) IAPs will be published in 20th April AIP issue (already viewable at ais.fi). Good news for Helsinki region GA accessibility as Nummela is only 40km away from Helsinki city center and there is a bus connection.
Minimum DH for these uncontrolled airports is 500 ft unless runway is certified as an instrument runway which I believe is an expensive and extensive operation.

National law on French aerodromes, the same law prevents flying straight-in IAP under IFR without ATS: it enforce 360 circle-to-land minima with mandatory overhead runway inspection followed by downwind join to integrate IFR with VFR, especially “NORDO VFR”

I am sure one can disregard the dangerous circling in say Night IMC where NORDO VFR does not exist? one can rely on risk-based approache to VFR/IFR collision risk say 300ft ceiling at night in LFPM, there is likely no VFR around, surely an IFR can safely land on LPV straight-in like a princesse, ask @Jujupilote !

There are no national takeoff minima. Part-NCO applies. (Well, individual airport operators can make certain minima a condition for the use of the airport and a few have done so.)
