Right, you need a so called multisite card for that, and it only lasts for one year. Normally people will get a security card for their home base only. This lasts for several years. To this date I have yet to meet a person with a multisite card that actually works, like in opening the doors to enter an airport outside opening hours. I don’t think any foreigner will get such a card either, as it involves screening of your past records (if any), but don’t know for sure.
I would recommend investing a bit of time researching all the non-Avinor airports also. Lots of them around, and they usually have fuel, or arrange fuel, and no security, “open” 24/7.
