Why I am trying to memorise, essentially the index to a book to fly IFR?

Because being able to do that makes you into a "real pilot", suitable for a jet cockpit. People who are less than very serious about this most important job are going to drop out, which is a good thing.

No kidding... that sort of thinking has been behind the European IR for decades.

The underlying problem is that the IR - instead of the CPL or ATPL - has been made into a hallmark of a "professional pilot", so they made it hard to do.

In reality it is not hard to do (I think the FAA IR involves substantially harder flying) it's just a long string of little hassles which only the most determined person is going to be bothered to follow through to the end. Most of the hassles are arbitrary, which just makes the whole thing even more frustrating. Many are there for revenue creation at the FTOs or the CAAs.
