SB1309 Piper fuel cock Placards

Hi,
I am looking for a part 66 engineer to sign off the above SB. The fuel valve on my aircraft is the old one, not the one needing inspection. However I need a Part 66 engineer to sign to say that is so!!!!! I am based at Fishburn and will be considering maintenance options in the very near future. It is an F reg PA28/140 and preferably I would like to run it on an MIP, but everyone so far has a different story as to how this can/not work? I have also just purchased a Trig 8.33 that needs installing and the relevant paperwork signed off.
Any help here would be greatly appreciated.
