I thought the bizzare practices in UK defence procurement ended many years ago with the ending of the cost-plus system (which enabled a contractor to deliver nothing that actually worked while milking the taxpayer for decades) but it looks like weird practices continue… I suppose turkeys will never vote for xmas.
