Firstly the cost quoted ($20k) seems at least 10x too low.
Secondly it is not clear whether this applies to planes which have the satellite-WIFI systems installed internally, for use by passengers, or whether it refers to unintended WIFI device activity (which is more or less guaranteed on any flight).
