Alternator exposed to rain

Why can’t Conti engines have the alternator(s) underneath, and belt driven?

Continental engine have no “flywheel”/ring gear/pulley. The only belt driven alternators on Continentals are driven from a pulley off the starter adapter at the back. As long as that’s the only thing which is driven by the starter adapter, they’re reasonably reliable. But Continental began to put more mechanical load on the starter adapter (as it was an easy accessory to customize for a specific type), and the very complex and expensive adapters became less reliable.
