French ATC changes and small French airports

So AFIS dictates FR only? I am fairly sure I have seen otherwise in France.

ATCOs have to have ELP
AFISOs do not unless it is stipulated in their letter of contract from the prefecture.
There are airfields in France where there are is no AFIS and no ATC which are not limited to Fr.only.
I doubt that this could ever be the case at LFAT as there is too much mixed traffic as to either not have an English speaking ATSO or limiting it to Fr.only. The risk of collision would be seen as too great.
I can’t see LFAT going without ATS as, on the surface, its survival in it’s current form, (ie Le Touquet earns a lot of money from Brit ga ) as IMHO it would become like Granville LFRF, a once flourishing small airfield and port of entry for pilots flying to and from the Channel Isles/Isles Anglo Normand. IIRC the douaniers was removed, therefore no need for ATS therefore less traffic by a long way. They tried to reintroduce ATS some time ago but it was too expensive. A good case of too little too late.
