The UK did not sign/ratify Protocol 4 because it feared that it would be forced by it to give right of abode in the United Kingdom (Great Britain and Northern Ireland) to British Overseas Territories citizens, British Overseas citizen, British Nationals (Overseas), British Citizens from the Channel Islands and Isle of Man who do not have a connection to Great Britain or Northern Ireland, etc.
