In my opinion, the half mil up to Fl 115 is a very good thing and I've been expecting it for a long time. It will enable pilots to fly with on chart only, or one set of charts, instead of 2 : the half mil to know where you are, and the million to know what the airspace around you is.
I agree with Peter : noone flies VFR higher than FL 115 in France. So the new chart will cover all the VFR airspace.
