Doesn’t matter. Germany does not have that concept of “handling” vs. “no handling”. You just have to pay for whatever they do for you without you asking for it, and that in turn depends on the safety concept of the airport. And in the case of EDDS, that concept is that non-based GA is “handled”, in the broad sense, by Kurz Aviation, who are operating the GAT there.

It’s is not usually something that a handling agent does for you, it’s more of a “pilot thing”.

Does having “CIME/NAA card” (or whatever LBA or NfL would call those badges) allow non-based pilots to walk themselves from ACFT to GAT?

Based-pilots will have their acess badges and can walk to their aircraft without escort, can visitors get escorted by based-pilots on domestic flights?
