Can anyone tell me what 38F090 means in this route EDSB N0138F090 STR5N STR R11 MOTAL A3 DOMOD H20 KOVAK H34 TUNAX DCT ARDOD DCT GODAN LFEQ

F090 is flight level what does 38 mean?

The only 38 I can see is in the “N0138” which is the speed.

The expression N0138F090 is necessary to specify the new flight level. The ICAO flight plan format makes it impossible to specify just the flight level. You have to throw in a speed also.

Routes with names beginning with A, B, G, H, J, R, V, W are non-RNAV routes. That is, they can be flown using VOR and NDB navigation only. I wasn’t aware there were still such routes in (Central) Europe. For many years, Sweden only has RNAV routes. (Route names beginning with L, M, N, P, Q, T, Y, Z.)
