The text in the first post doesn’t really specify anything, so certification or not is irrelevant. I mean, there is no use trying to certify something that doesn’t meet the general criteria for certification in a “normal” category. Also, if certification is a goal, then the design should reflect this.

I have been reading the documents in the EASA Aviation Strategy, and it seems just about anything will be possible within the EASA regulations, even a restricted EASA C of A for experimental aircraft, or one-off designs. You can build a homebuilt RV (or any other kit or home made design), then apply for a EASA restricted CofA or EASA Permit to fly. The catch is that the initial design and approvals for any sort of non certified aircraft, experimental, homebuilt, research etc is outside of EASA jurisdiction and must be done by the local CAA or anyone they delegate.
