New service bulletin from Lycoming - SB643

Lycoming has issued SB 643 affecting over 1000 engines shipped between 2009 and 2014. It goes:

Lycoming has become aware of 2 factory-delivered engines that were found to be missing the safety wire
securing the nuts located inside the oil sump joining the crankcase halves (Figures 1 and 2). Without this
safety wire, any loss of fastener torque can allow a nut to back off from a bolt and fall into the oil sump Any
hardware that has fallen out would be found in the bottom of the oil sump or in the suction screen.

With a borescope, the inspection is trivial.

I wonder how they determined the 2009-2014 time span?
