16 2/3 is one third of 50 Hz which makes for simple frequency conversion with a rotary (motor-generator) converter. You want AC for easy voltage conversion at the same time as low frequencies were good for the old traction motors.
As for 15 kV… I guess it was seen as a good compromise when it was introduced 112 years ago in Germany.
16 2/3 (or 16.7 Hz) 15 kV is the standard in Germany, Switzerland, Austria, Sweden and Norway. Most new systems use 25 kV 50 Hz. With modern power electronics there is no reason to use a frequency other than the normal grid frequency.

There are times I am happy to be at my age and not 30 years younger and working for somebody else and having to deal with this BS seriously for next 30 years.
