why can’t drones fly below say 300ft

Cruise ships, tall sailboats, big swell, ocean spray, etc?

There is no technology in existence which would enable a small drone to reliably detect a light aircraft visually. Even humans can’t do it,

Locusts can do it with just a handful of neurons (an ex colleague got an Ignobel prize for showing Star Wars to locusts). I’m not sure how far advanced robotic ‘see and avoid’ is, but it strikes me as the sort of problem that ought to be solvable. Humans are in one sense reasonably good at it, but can only concentrate on a small portion of the sky at once.

As for the Post Office drones that have hit the news:

They’re quite substantial. The sort of places they’re being tested are also those where GA is a necessity rather than a luxury (e.g. air ambulances), so hopefully they will find some way to enable co-existence.

Used for island delivery, there won’t be many each day. Easily co-ordinated with manned aircraft, including leisure GA.
There have been trials of big surveillance drones from EGQS Lossiemouth. Eventually these wiil do marine search.
