Does Part-SERA make an exception to the ATC clearance requirement in Class C airspace when departing from a non-towered satellite airport?

For example, at ESKC the AIP makes no mention of neither ESKC nor ESCM if you can depart without clearance into the class C.

My assumption would be that you need to call on the radio (if reception is sufficient) or telephone to get a clearance. How did this work before mobile phones?

The FAA has an interesting rule in 91.130 that allows you to contact ATC after departure.

Nothing like this in Part-SERA I guess? Does anyone have a local airport that allows this?

No, SERA makes no such exceptions. If you want to depart ESKC when the ESCM control zone is established, you need a clearance before takeoff. In this particular case it’s easy as the ESCM tower building is about 5 km from ESKC and there’s line of sight. In cases where it is not possible to get the clearance by radio, you would need some agreement with local ATC to get the clearance by phone, e.g. as they do at Vallentuna airfield inside ESSA CTR.

UK has load of Microlight airports in Class D CTR & CTA most operations are covered by Letter Of Agreement require a phone call for takeoff clearance if it’s SVFR or stay bellow x00ft following some sector if it’s good VMC before getting clearance (things have changed a bit now, aircrafts with transponders need to get sqwak codes before departing from Class D on satellite airports, no more 7000 into Class D without clearance and fly TXP off is illegal now)

Don’t think so. The “secondary airport” being discussed is not a controlled aerodrome. Certainly not ESKC in the original post and explicitly not in the FAA case. AFAIU the purpose of that paragraph is to allow non-radio aircraft to land or depart a controlled airport.

No, but being inside the CTR, it is definitely part of the aerodrome traffic, which is what is written. From “definitions”:

‘aerodrome traffic’ means all traffic on the manoeuvring area of an aerodrome and all aircraft
flying in the vicinity of an aerodrome. An aircraft operating in the vicinity of an aerodrome
includes but is not limited to aircraft entering or leaving an aerodrome traffic circuit;
