Are CTR always down to the surface?

There’s more to it. In Annex 11, a CTR is defined as “a controlled airspace extending upwards from the surface of the earth to a specified upper limit.”

Would you be able to point me towards that definition? I thought it was there too, and went looking for it, but couldn’t find it.

It’s on page 1-6 in Annex 11 (15th ed.) and in item 61 of article 2 of EU regulation 923/2012, as amended (the SERA regulation).

So, what’s the bottom line here?

CTR Should go to the surface. Those that don’t aren’t in compliance with ICAO.

The only effect that it has is that, for us, we can probably get a SVFR clearance in them, where otherwise we couldn’t.

The bottom is not low enough in some cases? ;-)
