It’s a detailed guide on notam reading, nothing new but well explained. It is also explaining how the tool selects notams to display when using OLIVIA, which is a DGAC tool for flight preparation / flight plan filing and consulting.
I think they have updated notamweb recently following some issues in 2019. I remember of a story about a pilot not selecting the correct route setting of the tool while checking notams for a cross country VFR flight, and the displayed notams didn’t warn him of a temp restricted area (ZRT) used for an airshow not very far from his route, and he had to change his way during the flight and went direct into this TMZ. Now I think they improved the tool and create a user guide. Not that bad but I don’t see new stuffs.

Is there anything relating to the international distribution of notam data? I recall, years ago, France was not distributing airport notams outside France, where the airport didn’t have immigration.

So if e.g. there was an air show ZRT at (picking randomly) LFDI, LFLN, etc, and somebody did a briefing via an agency outside France (NATS narrow route briefing whose data comes from Eurocontrol, or just the normal airport notam briefing which nowadays comes via EAD or NOAA depending on which website or app you use), they would not see this. So even if they flew EGKA-LFAT-LFLN (legitimately) but didn’t brief via, presumably, Olivia…

It’s a bit of an obscure topic… perhaps a French ATCO may know more.

A lot of magazines seem to have cartoons in a similar style which are almost entirely unfunny. ‘Chickenwings’ is one that comes to mind. Perhaps whichever company sells them is now a multinational.

And perhaps the French sense of humour is totally different from the British. After all the French really loved Benny Hill and now adore Mr Bean.

The Brits also loved Benny Hill (a sort of likeable pervert) but that was in the days of the Black & White Minstrel Show which today would get the broadcaster lynched… oh whoops I didn’t mean to write that, either
