I guess it depends on forecasting capabilities. We can try to find whether there’s some rule in Europe.
My guess is two reasons:
- A TAF can be valid for 24 or even more hours. The temperature can easily differ by 20°C during that period. If the forecast is to have any practical use you would need lots of change groups. The examples earlier in this thread show max and min temperatures and the time where they occur. That wouldn’t be very useful unless you happened to use the airport close to those times.
- In some weather situations, minor changes in cloud cover (less than would motivate a change group in the TAF) can have a major effect on temperature.

I don’t think this is exactly correct. If you look at times and temperatures as well as other data in forecast, you can get an idea or an estimate how the temperature will change during the period.
